Who Was in Charge?
This section explains the main people who were part of President Ankvab's government.
The President and His Team
- President: Alexander Ankvab was the President from September 26, 2011, until June 1, 2014. After he left, Valeri Bganba took over as acting President for a short time.
- Vice President: Mikhail Logua served as Vice President from September 26, 2011, to December 25, 2013.
- Head of Presidential Administration: Beslan Kubrava managed the President's office from October 10, 2011, to June 3, 2014. Later, Astamur Tania stepped in.
- Secretary of the Security Council: This role was held by Stanislav Lakoba and then Nugzar Ashuba. They helped make sure the country was safe.
- Head of State Security Service: Aslan Bzhania was in charge of the country's security services throughout this period.
The Prime Minister and Cabinet
- Prime Minister: Leonid Lakerbaia was the Prime Minister from September 27, 2011, to June 2, 2014. The Prime Minister leads the government's daily work.
- First Vice Premier: Indira Vardania was the First Vice Premier, helping the Prime Minister.
- Vice Premiers: Other Vice Premiers included Vladimir Delba, Alexander Stranichkin, and later Beslan Eshba and Beslan Butba. They assisted the Prime Minister in different areas.
- Chief of Cabinet Staff: Marina Ladaria managed the staff working for the government.
Important Ministers
The government also had many ministers, each in charge of a specific area:
- Defence: Mirab Kishmaria was the Minister of Defence, looking after the country's military.

How the Government Was Formed
President Alexander Ankvab and Vice President Mikhail Logua were chosen by the people in an election on August 26, 2011. They officially started their roles on September 26, 2011. Ankvab had been the Vice President before, and he became acting President when the previous President, Sergei Bagapsh, passed away.
After becoming President, Ankvab quickly appointed Leonid Lakerbaia as his Prime Minister on September 27. Lakerbaia was then tasked with choosing the rest of the government's members, which happened over the next month. Many people who had worked in the previous government kept their jobs, bringing experience to the new team. For example, Mirab Kishmaria stayed as Minister of Defence, and Vladimir Delba became a Vice-Premier and Finance Minister. New people also joined, like Viacheslav Chirikba as Minister for Foreign Affairs.
Changes Over Time
The government saw some changes during its time in office:
- In April 2013, Zurab Adleiba, who was in charge of helping people return to Abkhazia, resigned. Khrips Jopua later took over this role.
- In April 2013, Beslan Eshba became a new Vice-Premier.
- In October 2013, Stanislav Lakoba was replaced by Nugzar Ashuba as the Security Council Secretary.
- In December 2013, Vice President Mikhail Logua resigned due to health reasons.
- A big change happened on June 1, 2014, when President Alexander Ankvab resigned. Valeri Bganba, who was the Speaker of the People's Assembly, became the acting President.
- Following Ankvab's resignation, Prime Minister Leonid Lakerbaia also resigned. Vladimir Delba temporarily took his place. Other key officials, like the Head of the Presidential Administration and the Security Council Secretary, also resigned around this time.
- In July 2014, the Office for Emergency Situations became a full Ministry, with Lev Kvitsinia as its acting Minister.
- In August 2014, Otar Khetsia was replaced by Raul Lolua as the Minister of Internal Affairs.
