Sir Harold Arthur Stuart (born July 29, 1860 – died March 1, 1923) was an important British official who worked in India. He was known for being the very first Director of the Central Criminal Intelligence Department. Later, he became a Home Secretary for the Government of India.

Harold Stuart was born in York, United Kingdom. He studied at King's College, Cambridge. In 1881, he joined the Indian Civil Service. This was a group of British administrators who helped run India when it was part of the British Empire.

Harold Stuart's Career

Early Work in India

Harold Stuart started his career as an Under Secretary. This meant he helped manage the government in a region of India called Madras. He learned a lot about how the government worked.

Leading Intelligence

From April 1904 to 1909, Stuart took on a very important role. He became the head of a brand-new department. This was the Central Criminal Intelligence Department. His job was to gather information and keep an eye on things to help maintain order.

High-Level Government Roles

After leading the intelligence department, Stuart moved into even higher positions. He served as the Home Secretary for the Government of India. This role was like being a minister in charge of internal affairs. He later joined the Executive Council, which was a top group of advisors.

International Role

In 1919, Sir Harold Stuart took on a new challenge. He was appointed as the British High Commissioner. This was for a group called the Inter-Allied Rhineland High Commission. This group helped manage the Rhineland area in Germany after World War I.
