Henry Howard, 2nd Earl of Effingham (born August 23, 1806 – died February 5, 1889) was an important British nobleman and politician. He was known as Lord Howard from 1837 to 1845. He held a special title called a peerage, which meant he was part of the British nobility. He also served as a Member of Parliament, helping to make laws for the country.
Early Life and School
Henry Howard was the oldest son of General Kenneth Howard, 1st Earl of Effingham. His mother was Lady Charlotte Primrose. She was the daughter of Neil Primrose, 3rd Earl of Rosebery. Henry went to a famous school called Harrow.
Military and Political Career
Henry Howard started his career in the military. On July 21, 1825, he became an ensign, which is a low-ranking officer, in the 58th (Rutlandshire) Regiment of Foot. He was promoted to lieutenant in 1826. By November 9, 1830, he was a captain in the 10th (North Lincoln) Regiment of Foot. He left the army in 1833.
After his military service, Henry Howard entered politics. In 1841, he was elected to the House of Commons. This is one of the two main parts of the British Parliament. He represented the area of Shaftesbury.
In 1845, his father passed away. Henry then inherited the title of Earl of Effingham. This meant he left the House of Commons and joined the House of Lords. The House of Lords is the other part of the British Parliament, made up of noblemen and women.
He also became a deputy lieutenant for two different areas. In 1845, he was appointed for Wiltshire. In 1853, he became a deputy lieutenant for the West Riding of Yorkshire. A deputy lieutenant helps the main representative of the King or Queen in a county.
Family Life
Lord Effingham married Eliza Drummond in 1832. She was the daughter of General Sir Gordon Drummond. They had several children together:

Henry Howard passed away in February 1889 when he was 82 years old. His oldest son, Henry, became the 3rd Earl of Effingham. His wife, the Countess of Effingham, died a few years later in 1894.
