Hillman Terome Frazier (born July 17, 1950) is an American politician. He is a member of the Democratic Party. Since 1993, he has served in the Mississippi Senate. He represents the 27th District in Mississippi.
Before joining the Senate, Mr. Frazier was a member of the Mississippi House of Representatives. He served there from 1980 to 1993. He is married to Jean Clayton.

Early Life and Education
Hillman T. Frazier was born on July 17, 1950. His birthplace was Hinds County, Mississippi.
He attended two universities for his education:

- George Washington University National Law Center
Political Career
Hillman T. Frazier has spent many years working in the government of Mississippi. He has helped make laws for his state.
Serving in the Legislature
Mr. Frazier first served in the Mississippi House of Representatives. This was from 1980 until 1993. In this role, he represented the people of his district.
Since 1993, he has been a member of the Mississippi Senate. He continues to represent the 27th District. The Senate is one part of Mississippi's state government.
Important Work: The Thirteenth Amendment
In 1995, Hillman T. Frazier noticed something important. The state of Mississippi had never officially approved the Thirteenth Amendment to the United States Constitution. This amendment outlawed slavery in the United States.
He told the Mississippi legislature about this. Because of his actions, the legislature voted to approve the amendment. This made Mississippi officially ratify the Thirteenth Amendment.

Mr. Frazier has also been part of "Leadership Jackson." This program helps leaders in the community.
In 1998, he was chosen as a U.S.A. Eisenhower Fellow. This is a special program for leaders from around the world.
