Growing Up and Learning

James Brown Scott was born in Kincardine, which is in Canada. He went to Harvard University in the United States. He earned two degrees there in 1890 and 1891. After Harvard, he became a "Parker fellow." This allowed him to travel around Europe. He studied law in big cities like Berlin, Heidelberg, and Paris. In Heidelberg, he earned a special law degree called a J.U.D.

His Work and Achievements

After studying in Europe, Scott came back to the United States. He worked as a lawyer in Los Angeles from 1894 to 1899. He even started a law school at the University of Southern California. He was the head of this school. However, his work was paused when he joined the Spanish–American War.

Scott also taught law at other universities. He was the head of the law college at the University of Illinois from 1899 to 1903. Later, he became a law professor at Columbia University and George Washington University.

Helping Countries Work Together

In 1907, James Brown Scott became an expert advisor. He helped the United States team at the Second Hague Peace Conference. This was a big meeting where countries tried to make rules for peace. He also worked with the United States Department of State. They helped create new rules about who is a citizen of the United States. This led to a law called the Expatriation Act of 1907.

In 1909, Professor Scott gave lectures at Johns Hopkins University. He also worked for the Carnegie Endowment for International Peace. This group helps promote peace around the world. He wrote several books about the Hague Peace Conferences. He was also the main editor for a major magazine called the American Journal of International Law. He wrote many articles about international law and how to achieve peace.

Scott also admired Spanish thinkers from the 1500s. He believed that people like Francisco de Vitoria had already shared important ideas about international law. He felt their ideas were similar to those written much later by Hugo de Groot in his famous book, De iure belli ac pacis.
