Jean Doré (born December 12, 1944 – died June 15, 2015) was an important Canadian politician. He is best known for being the mayor of Montreal, a big city in Quebec. He led the city from 1986 to 1994.

Early Life and Politics

Jean Doré studied law at the Université de Montréal. While there, he was the president of the student union from 1967 to 1968. He also earned a Master's Degree in Political Science from McGill University.

In the early 1970s, Doré helped start a new political group. This group was called the Montreal Citizens' Movement (MCM). It was also known as Rassemblement des citoyens et citoyennes de Montréal (RCM) in French. He began as the group's treasurer and later became its leader in 1982.

Before becoming mayor, Doré worked as a lawyer. He worked for a large group of trade unions called the Confédération des syndicats nationaux (CSN). This group helps workers.

Becoming a Political Leader

In 1982, Jean Doré ran for Mayor of Montreal. He came in second place, getting 36% of the votes. The person who was already mayor, Jean Drapeau, won with 48%. Even though Doré didn't win, his party, the MCM, had fifteen people elected to the City Hall council.

In 1984, Doré won a special election. This made him a city councillor for the Saint-Jean-Baptiste area. He also became the Leader of the Opposition. This means he was the main voice against the mayor's party in the city council.

Mayor of Montreal (1986-1994)

In 1986, Mayor Jean Drapeau decided to retire. His political party had been in power for a long time. Many people felt it was time for a change.

The MCM party, led by Jean Doré, won the election by a lot. Doré won the mayoral race with 68% of the votes. His party also won 55 out of 58 seats on the city council. He was re-elected in 1990 with 59% of the votes.

Changes Under Doré

Many people said that Jean Doré brought a more open and democratic way of running the city. He wanted citizens to be more involved.

As mayor, he helped improve many parts of Montreal:

  • He oversaw the renewal of the Old Port area. This is a historic part of the city by the water.
  • He improved parks and beaches on Île Ste-Hélène.
  • He opened new public spaces like Place Émilie-Gamelin and Place Charles de Gaulle.
  • He opened the archaeology museum at Pointe-à-Callière. This museum teaches about Montreal's past.
  • Under his leadership, 150 kilometers of bike paths were built.
  • Several new parks and public beaches were created. One beach on Île-Notre-Dame is even named Plage Jean-Doré after him.

During his time as mayor, the city council started holding public meetings. This allowed citizens to share their ideas and concerns. The city also created its first master urban plan. This plan helps guide how the city will grow and develop.

Challenges as Mayor

However, some people also criticized Doré. They felt his way of governing was sometimes not strong enough. There were also concerns about the city's large debt from past projects.

Some members of his own party left to form a new group. This happened after a difficult situation known as the Overdale scandal.

After Being Mayor

In the 1994 election, Jean Doré lost his bid for re-election. He received 32% of the votes and was defeated by Pierre Bourque. Doré could have kept a seat on the city council, but he chose to retire from politics instead.

He tried to make a comeback in 1998. He started a new party called Équipe Montréal (Team Montreal) and ran for mayor again. But he only got 10% of the votes and finished fourth. His new party did not last long.

After leaving politics, Jean Doré worked in business. He became a senior director for a large financial company called Caisse Desjardins.

Later Life and Passing

In 2014, Jean Doré shared that he had been diagnosed with pancreatic cancer. He passed away on June 15, 2015.
