Joaquín Leguina Herrán (born 5 May 1941) is a Spanish politician and writer. He is a member of the Spanish Socialist Workers' Party (PSOE). He became the first ever President of the Community of Madrid. He held this important role from 1983 to 1995. Before that, he was the Secretary-General of the Socialist Party of Madrid from 1979 to 1991.

Joaquín Leguina's Political Journey
Joaquín Leguina was born in Villaescusa, Spain, on May 5, 1941. He studied at the University of the Basque Country. His career in politics began in the late 1970s.
Early Roles in Madrid
In 1979, Leguina became a member of the Madrid Municipal Council. This was his first step into local government. He worked to represent the people of Madrid in the city's decisions.
He also became the Secretary-General of the Madrilenian Socialist Federation. This meant he was a key leader for the Socialist Party in the Madrid region.
Leading the Community of Madrid
In 1983, something new happened in Spain. The Community of Madrid was created as a self-governing region. Joaquín Leguina was chosen to be its very first president. This was a big responsibility.
As president, he helped shape the new region. He worked on important issues for the people living there. He served for 12 years, until 1995. During this time, he was also a member of the Assembly of Madrid.
After the Presidency
After leaving the presidency, Leguina continued his political work. He joined the PSOE National Executive Board. This is a group that helps lead the Socialist Party across Spain.
He also returned to the Congress of Deputies. This is like the main parliament of Spain. He represented Madrid in the Congress for several terms. He even chaired the Defence Committee, which deals with military and security matters.
His Views and Writings
Joaquín Leguina is known for his strong opinions. He has been a critic of the Catalan independence movement. This movement seeks for Catalonia to become a separate country from Spain. In 2014, he joined a group called Libres e Iguales (Free and Equal). This group supports a united Spain.
Besides politics, Leguina is also a writer. He has written several books. These books often share his thoughts on politics and society.
