Sir John Swan's Time as Premier
Sir John Swan was first elected to Bermuda's Parliament in 1972. As Premier, he helped make Bermuda a major international business hub. This meant many companies chose to do business there, which helped Bermuda's economy grow. During his time as Premier, the government finished more than 20 big projects.
Bermuda's Economy and US Tax Treaty
In 1985, Sir John led important talks with the United States. These talks resulted in a special tax agreement. This agreement helped Bermuda's insurance and reinsurance businesses grow a lot. Reinsurance is when insurance companies buy insurance for themselves to protect against big risks. These efforts helped create a strong economy and good services for Bermuda.
Sir John believed Bermuda should become fully independent from Britain. He held a special public vote, called a referendum, in 1995 to ask the people of Bermuda what they thought. Most people voted against independence, so Sir John resigned as Premier.
Other Important Roles and Awards
Besides being Premier, Sir John held other important roles. He was the Minister of Immigration and Labour from 1976 to 1982. He also served as the Minister of Marine and Air Services from 1975 to 1976. He was the chairman of the Bermuda Hospitals Board. Sir John also helped start the Bermuda Monetary Authority, which manages money matters for the island. He was also a leader in the Bermuda Chamber of Commerce and the Bermuda Employers Council.
Sir John made big changes in how Bermuda traded with other countries, in its politics, and in building new properties. In 1990, Queen Elizabeth II honored him by making him a Knight Commander of the Order of the British Empire. This means he was given the title 'Sir' for his great service. He also received awards for his helpful work, like the Medal of Distinction from the International Association of Lions Clubs in 1986. He was also recognized by the Poor Richard Club and the Junior Chamber of Commerce. In 2002, he received the St. Paul's A.M.E. Outstanding Service Award.
The McDonald's Debate in Bermuda
An interesting event happened when Sir John wanted to bring McDonald's restaurants to Bermuda. Some people, including his former Deputy Premier, Ann Cartwright DeCouto, created a law called the Prohibited Restaurants Act. This law aimed to stop McDonald's from opening. In 1996, the House of Assembly voted to ban McDonald's. However, the Senate, another part of the government, did not agree with the ban. Sir John planned to take the issue to court. The Premier at the time, David Saul, had approved Sir John's plans earlier. But he later resigned in 1997 because of the disagreement about this decision.
