Jorge Marcelo Holguín Mallarino (born October 30, 1848 – died March 2, 1928) was an important Colombian politician and a high-ranking military officer. He served as the acting President of Colombia two times. First, from June to August 1909, and then from November 1921 to August 1922. He also held several important government jobs, including Minister of Foreign Affairs.

Early Life and Beginnings

Jorge Holguín was born on October 30, 1848, in Cali, which is in the Valle del Cauca Department of what was then called the Republic of New Granada. His brother was Carlos Holguín Mallarino, who also became a president of Colombia.

From a young age, Jorge Holguín was involved in many different fields. He worked as a businessman, a soldier, a journalist, and a writer. He also became a politician. He was a soldier in two major conflicts: the Colombian Civil War of 1876 and the Colombian Civil War of 1895.

Minister of Foreign Affairs

As the Minister of Foreign Affairs, Jorge Holguín was in charge of Colombia's relationships with other countries. He served in this role from 1897 to 1898. He took on this job again from August 7 to September 16, 1918. During his time as Minister, he signed an important agreement known as the Holguín-Avebury treaty.

Minister of Finance

The Minister of Finance manages the country's money and economy. Jorge Holguín was the Minister of Finance twice. His first term was from August 7 to December 15, 1904. His second term was from March 11 to March 22, 1909.
