José Luis Elías Ávalos (born 8 December 1954) is a Peruvian lawyer and politician. He has served as a Congressman for Peru multiple times. He was a Congressman from 2000 to 2001, and again from 2011 to 2016. In 2021, he was elected to return to Congress.

About José Luis Elías
José Luis Elías Ávalos was born in Ica, Peru, on 8 December 1954. His parents are Luis Abraham Elías Ghezzi and Hilda Graciela Ávalos Valdez. His brother, Miguel Ángel Elías Ávalos, also served as a Congressman for Ica.
He went to primary and secondary school in Lima. He graduated from the College of Our Lady of Guadalupe. Later, between 1976 and 1983, he studied law. He attended the Federico Villarreal National University in Lima. Since 2002, he has been a director at the San Juan Bautista Private University.
His Political Journey
José Luis Elías Ávalos first became involved in politics in 1995. He ran for Congress in the 1995 elections. At that time, he was a candidate for the Cambio 90-New Majority party. However, he did not win a seat in Congress that year.
Becoming a Congressman
In the 2000 elections, he was elected as a Congressman. He represented the "Agrupación Independiente Avancemos" party. A Congressman helps make laws for the country. After being elected, he joined the Peru 2000 political group. His term as Congressman ended in 2001. This happened when new presidential elections were called.
In the 2001 elections, he tried to be elected again. He ran as a candidate for the Ica region. He was part of the "People’s Solution" alliance. However, he did not win a seat in Congress this time.
Return to Congress
José Luis Elías Ávalos ran for Congress again in the 2011 elections. He was a candidate for the Force 2011 party. This time, he was elected as a Congressman for Ica. He served in Congress from 2011 to 2016. During this period, he worked on many important projects. He helped create 146 proposed laws. Out of these, 30 became official laws for Peru.
Recent Elections
In 2018, he ran for a different position. He was a candidate for the regional governor of Ica. He ran with the Go on Country party. However, he was not elected as governor.
Most recently, he ran for Congress again in the 2021 general elections. He was a candidate for the Podemos Peru party. He was successfully elected to serve as a Congressman from 2021 to 2026.
