José Luis Elías Ávalos (born December 8, 1954) is a Peruvian lawyer and politician. He has served as a member of the Peruvian Congress several times. He represents the Ica region of Peru. He helps make laws for his country.

About José Luis Elías
José Luis Elías Ávalos was born in Ica, Peru. His birthday is December 8, 1954. His parents are Luis Abraham Elías Ghezzi and Hilda Graciela Ávalos Valdez. His brother, Miguel Ángel Elías Ávalos, also served as a Congressman for Ica.
He went to school in Lima, Peru. He finished his primary and secondary studies there. He graduated from the College of Our Lady of Guadalupe. Later, he studied law at the Federico Villarreal National University in Lima. He studied there from 1976 to 1983. Since 2002, he has been a director at the San Juan Bautista Private University.
His Political Journey
Early Steps in Politics
José Luis Elías Ávalos first got involved in politics in 1995. He ran for Congress in the 1995 elections. He was part of the Cambio 90-New Majority group. However, he did not win a seat in Congress that year.
Serving in Congress
In the 2000 elections, he was elected as a Congressman. He was part of the "Agrupación Independiente Avancemos" party. His term was set for 2000–2005. After being elected, he joined the Peru 2000 group. This group was linked to the Fujimorism movement.
After a change in government, his time in Congress was shortened. New presidential elections were called for 2001.
Later Elections and Achievements
In the 2001 elections, he tried to be re-elected. He ran as a candidate for the Ica department. He was part of the "People’s Solution" alliance. This group included former members of Fujimori's party. However, he did not win a seat that time.
He ran for Congress again in the 2011 elections. He was part of the Force 2011 party. He was elected Congressman for Ica for the 2011-2016 term. During this time, he worked on many new laws. He helped create 146 proposed laws. Of these, 30 became official laws for Peru.
In 2018, he ran for regional governor of Ica. He was a candidate for the Go on Country party. He did not win that election.
He ran for Congress once more in the 2021 general elections. He was a candidate for the Podemos Peru party. He was elected for the 2021–2026 term. He continues to serve the people of Ica.
