José Manuel Romay Beccaría, born on January 18, 1934, is a well-known Spanish lawyer and politician. He has held many important jobs in the Spanish government and in the regional government of Galicia. His most significant roles include serving as Spain's Minister of Health and twice as the President of the Council of State.

José Manuel Romay Beccaría: A Life in Public Service
José Manuel Romay Beccaría was born in Betanzos, a town in Spain. He studied law at the University of Santiago de Compostela. Later, he even taught at the same university. In 1959, he became a lawyer for the Spanish Council of State. This was an important step in his career.
Early Political Career and Regional Roles
Romay Beccaría began his political journey in the early 1980s. He was first elected to the Congress of Deputies in 1982. This is like being a member of parliament in Spain. He represented the area of A Coruña. He served two terms in this role.
After his second term ended in 1990, he returned to the Xunta de Galicia. This is the regional government of Galicia. He had previously served there as Vice President between 1982 and 1983. He took on new roles as an adviser and minister in the regional government.
National Government Roles
In 1996, Romay Beccaría returned to the national government. He was appointed as the Minister of Health. In this role, he was in charge of health and consumer affairs for the entire country. He held this position until 2000.
Return to Congress
After his time as Health Minister, Romay Beccaría went back to the Congress of Deputies. He started his second period as a member of Congress in 2000. Again, he represented the A Coruña area. He continued in this role until 2003.
Leading the Council of State
In 2002, José Manuel Romay Beccaría was appointed President of the Council of State. This is a very high and important position in Spain. The Council of State advises the government on legal matters. He served in this role until 2004. Francisco Rubio Llorente took over from him.
Later Career and Second Term as President
Romay Beccaría continued to be involved in public service. Between 2011 and 2012, he was appointed as a Senator. He was chosen for this role by the Parliament of Galicia.
In 2012, he was named President of the Council of State for a second time. This showed how much trust was placed in his experience and knowledge. He held this important position until July 5, 2018.
