Celia Villalobos Talero (born 18 April 1949) is a former Spanish politician. She was a member of a political group called the People's Party (PP). A politician is someone who works in government to represent the people of a city, region, or country.
Villalobos was born in Benalmádena, a town in the province of Málaga, Spain. She had a long career in politics and held several important jobs.

A Career in Politics
Celia Villalobos was involved in Spanish politics for many years. She represented the people of Málaga in the Congress of Deputies, which is part of Spain's government, similar to the U.S. Congress. She served as a member of Congress from 1989 until 2019.
Mayor of Málaga
From 1995 to 2000, Villalobos was the mayor of Málaga, a large city in southern Spain. As mayor, she was the leader of the city's government, working to improve the lives of the people living there.
Minister of Health
In 2000, Villalobos took on a national role when she became the Minister of Health. This meant she was in charge of the country's health policies. She worked for the government of Prime Minister José María Aznar.
One of the biggest challenges during her time as minister was a health scare in Europe related to a cattle illness called mad cow disease. Her job was to help keep the public safe and informed. During her time as minister, the national government also gave more control over health services to Spain's different regions, known as autonomous communities.
Vice President of Congress
From 2011 to 2016, Villalobos held the important position of First Vice President of the Congress of Deputies. In this role, she helped lead the meetings and activities of Spain's main law-making body.
Standing by Her Beliefs
Celia Villalobos was known for having her own strong opinions, even if they were different from her political party's. For example, in 2005, she voted in favor of a law allowing same-sex marriage. Her party, the PP, did not support this law, and she was fined by the party for her vote.
On another occasion, she chose to leave a vote on a topic that her party was against. This showed that she was willing to stand up for what she believed in, making her one of the more independent members of her party.
