José Manuel Romay Beccaría, born on January 18, 1934, is a Spanish lawyer and politician. He has held many important roles in the Spanish government. He served as a minister in the regional government of Galicia. He was also a member of the Spanish Parliament, both in the Congress of Deputies and the Senate. His most important jobs included being Spain's Health Minister and twice serving as the President of the Council of State.

José Manuel Romay Beccaría was born in Betanzos, a town in Spain. He studied law at the University of Santiago de Compostela. After finishing his studies, he also taught at the same university. In 1959, he became a lawyer for the Spanish Council of State. This is a very important legal body in Spain.

Serving in the Spanish Parliament

President of the Council of State
