Josep Lluís Alay i Rodríguez (born 1966) is a professor of Asian history at the University of Barcelona. He is also an important advisor to Carles Puigdemont, a former leader of Catalonia.
Alay is an expert on Tibet and Central Asia. He leads the Tibet and Central Asia Observatory. He also teaches about the history of Tibet and Mongolia.

Early Life and Studies
Josep Lluís Alay was born in 1966 in Barcelona, Spain. He grew up interested in history and different cultures.
In 2010, he earned his Ph.D. in Contemporary History. His special study was about a Tibetan spiritual leader named Khyung Sprul Rhine Po Che. He researched this leader's life and travels.
Research and Publications
Alay was the first Catalan writer to translate a text from the Tibetan language. He helped publish The Love Poems of the Sixth Dalai Lama of Tibet. He translated the poems and wrote the introduction and notes for the book.
In 2002, he found the writings of a Jesuit missionary named Antoni de Montserrat. Alay pieced together Montserrat's three-year journey. This journey took place in areas that are now India, Pakistan, and Afghanistan.
Alay has written many books about Tibet. Some of his works include Arrels del Tibet (2009) and Tibet, el país de la neu en flames (2010). His research also looks at old travel routes between Tibet and Western India. He also writes for the newspaper Ara.
Work in Public Service
Since 2004, Alay has led many projects in Tibet. These projects focus on helping with education and health.
From 2011 to 2015, he worked for the Barcelona City Council. He was the Director of Heritage, Museums, and Archives. This role meant he helped manage Barcelona's historical sites and cultural collections.
Since 2015, he has been the Commissioner for International Relations for the Diputació de Barcelona. This job involves working with other countries and regions.
Political Involvement
In March 2018, Alay was traveling with Carles Puigdemont. Puigdemont was a former president of Catalonia. He was stopped by German police at the border. Alay was later questioned by Spanish police.
In June 2018, Alay became a coordinator for international policies. He worked for the government led by Quim Torra.
