Early Life and Career
Joseph Suggs Jr. was born in Hartford, Connecticut. He grew up in Coventry, Connecticut. Before becoming a politician, he worked for 27 years at a company called Monsanto. He was a laboratory supervisor there. He helped develop PET plastic bottles. These bottles are now used a lot for drinks.
Suggs also served in the US Air Force. He later earned a Bachelor of Science degree from the University of Hartford in 1978.
Political Journey
Becoming State Treasurer
Joseph Suggs Jr. became the Connecticut State Treasurer in 1993. He was chosen by the Connecticut General Assembly. This happened because the previous treasurer, Francisco L. Borges, left the job. Mr. Borges resigned to take a finance job. Suggs served as Treasurer until 1995. He ran for the position in the 1994 election but lost. He was a member of the Democratic Party.
Serving as Mayor
Before becoming State Treasurer, Suggs was the mayor of Bloomfield, Connecticut. He served as mayor from 1989 to 1993. He made history as Bloomfield's first African American mayor. At that time, he was also the only Black mayor of a suburban town in Connecticut.
Other Political Efforts
In 1998, Suggs tried to become a candidate for the US Congress. He sought the Democratic nomination for Connecticut's 1st congressional district. However, he lost the primary election to John B. Larson. Later, in 2018, he ran for the Connecticut House of Representatives. He lost that special election by a small number of votes.
Community Involvement and Recognition
Joseph Suggs Jr. has been very active in his community. He has served on the boards of the University of Hartford. He also served on the board of Saint Francis Hospital. He was also a co-chair for the Council of Institutional Investors. The NAACP recognized him twice. They named him one of the 100 Most Influential Blacks of Connecticut. Today, he works as a business consultant.

Joseph Suggs Jr. is a widower. His wife, Mary, passed away in 1989. He has three children. Their names are Ronald, Rosemary, and Felicia.
