Francisco Lopes Borges (born November 17, 1951) is an American politician and business leader. He served as the Connecticut State Treasurer from 1987 to 1993. As a member of the Democratic Party, Borges was the third Black person to hold this important state role in Connecticut.

Early Life and Education
Francisco Borges was born in Cape Verde. His parents were Manuel and Maria Lopes Borges. He grew up in New Haven, Connecticut, as the oldest of five children. When he was young, he only spoke Portuguese until he was 8 years old.
He attended Millbrook School with a scholarship. Later, he earned his Bachelor of Arts degree from Trinity College in 1974. He then studied law and received his J.D. degree from the University of Connecticut School of Law in 1978. Before entering politics, he worked as an associate counsel at Travelers from 1978 to 1986.
Political Career and Public Service
Borges began his political journey by being elected to the Hartford City Council in 1981. He served as the deputy mayor of Hartford from 1983 to 1985.
Serving as Connecticut State Treasurer
In 1986, Francisco Borges was elected as the Connecticut State Treasurer. He won against his Republican opponent, Sebastian J. Garafalo. He was re-elected in 1990.
As Treasurer, Borges managed the state's money and investments. He made sure that the state's pension funds (money saved for retired workers) were not invested in companies that supported apartheid in South Africa. Apartheid was a system of unfair racial separation. He also made similar decisions about investments in Northern Ireland. This showed his commitment to using state funds in a way that supported human rights.
On March 1, 1993, Borges left his role as State Treasurer. He decided to take on a new challenge in the business world. The Connecticut General Assembly then chose Joseph M. Suggs Jr. to finish the rest of Borges' term.

After his time in public service, Francisco Borges became a leader in the business world. He is the chair and managing partner of Landmark Partners. This is an investment company located in Simsbury.
