The New South Wales Legislative Council is like the "upper house" of the Parliament of New South Wales. Think of it as one of two main groups that make laws for the Australian state of New South Wales. The other group is called the New South Wales Legislative Assembly, or the "lower house."
Both of these groups meet at Parliament House, Sydney in Sydney, the state's capital city. Usually, a new law idea starts in the lower house. After they agree on it, it goes to the upper house (the Legislative Council). The Council then checks the law carefully, almost like a review team.
The Legislative Council has 42 members. These members are chosen by people voting across the whole state. This voting method is called proportional representation. Members serve for eight years. Their terms are "staggered," meaning not all members are elected at the same time. About half of the Council members are up for election every four years. This usually happens around the same time as elections for the Legislative Assembly.
