What the Mayor Does
The city of Youngstown has a special rulebook called the Home Rule Charter. This rulebook says that the mayor is in charge of the city's executive branch. The mayor is chosen by voters in an election that doesn't focus on political parties. They serve for four years.
To be mayor, a person must be:
- A registered voter.
- At least 30 years old.
- A resident of Youngstown for five years before the election.
The mayor can't hold any other public job, except for being a notary public. A mayor can serve two full four-year terms in a row. After that, they can be elected again, but only after someone else has been mayor for one term.
Mayor's Responsibilities
As the city's chief executive, the mayor has many important jobs. These include:

- Telling the Council about the city's money situation and what the community needs.
- Preparing reports for the Council when they ask for them.
- Choosing and removing the leaders of all city departments.
- Appointing members to city boards and commissions.
- Representing Youngstown's interests with officials in Columbus (Ohio's capital) and Washington, D.C.

When the Mayor is Away
If the mayor is out of the city or can't do their job for any reason, the President of the City Council steps in. They become the acting mayor. The Youngstown Home Rule Charter also says that the Mayor’s Administrative Council must meet often. This group includes the mayor and the heads of different city departments. They meet at least once a month. Their goal is to talk about how the city is run and how to make things better.
