Lovely Ann Warren (born July 1, 1977) is an American politician and lawyer. She served as the 69th mayor of Rochester, New York, from 2014 until she stepped down in 2021. Before becoming mayor, she was the President of the Rochester City Council. She made history as the first woman to be mayor of Rochester. She was also the second African-American mayor, following William A. Johnson Jr.

Early Life and Education
Lovely Warren was born and grew up in Rochester, New York. Her mother, Elrita Warren, was from South Carolina. She worked at Kodak and later became a health aide.
Warren went to Wilson Magnet High School. After high school, she earned a Bachelor of Arts degree in Government from John Jay College of Criminal Justice. She then studied law and received a Juris Doctor degree from Albany Law School of Union University.
Political Career Highlights
Warren started her career helping New York Assemblyman David F. Gantt. She also worked for a judge and the New York Attorney General. In 2004, she became a licensed lawyer in New York.
Serving on the Rochester City Council
In 2007, Lovely Warren was elected to the Rochester City Council. She worked hard for her community. In 2010, she was chosen as the fifth president of the Rochester City Council. At that time, she was the youngest person to hold this important position in Rochester's history.
Warren also took part in many community events. She spoke at panels and hosted youth events at City Hall. She was a guest speaker at many colleges and schools.
Becoming Mayor of Rochester
In 2013, Lovely Warren ran for mayor of Rochester. She won the Democratic primary election against the current mayor, Thomas Richards. She received 57 percent of the votes.
Even though Richards supported Warren, he remained on other party ballots. Warren won the general election with 55 percent of the votes. She became Rochester's 69th mayor.
Mayor Warren's Time in Office
Lovely Warren became mayor on January 1, 2014. She won re-election in 2017 and started her second term in 2018.
As mayor, Warren focused on several key areas. She worked to create more jobs for people in Rochester. She also aimed to make neighborhoods safer and more lively. Improving education for Rochester's students was another main goal.
One big project she oversaw was the Inner Loop East project. This project filled in a section of the Inner Loop expressway. It turned it into a regular street. This allowed for new buildings to be constructed in the area.
Warren also started new programs to help the city. These included a Kiva crowd funding loan program. She supported ride-sharing services like Uber and Lyft. She also helped create OWN Rochester, a community co-operative.
Under her leadership, the Rochester Police Department changed its structure. It moved to a neighborhood-based patrol model. This meant dividing the city into five smaller patrol sections. The police also started using body cameras.
Warren worked to expand Pre-Kindergarten programs in the city. She also started a "3 to 3 Initiative." This program aimed to help three-year-old children learn to read well by third grade. To support this, she removed fines for children's books at city libraries.
In 2016, Mayor Warren ended the city's red light camera program. She explained her decision by saying that too many tickets were given to people who could not afford them. She felt this worked against efforts to reduce poverty in the city.
In the 2020 United States presidential election, Warren was chosen as an elector. This meant she would cast a vote for president. However, another politician, Crystal Peoples-Stokes, served as her alternate.
In 2021, Warren ran for re-election but lost the Democratic primary. She stepped down as mayor on December 1, 2021. Her last action as mayor was to propose a program for universal basic income. This program would help families in need.
Personal Life
Lovely Warren is married to Timothy Granison. They have one daughter together. In 2021, Warren shared that she and Granison had been legally separated for several years.
