Lovely Ann Warren (born July 1, 1977) is an American lawyer and politician. She served as the 69th mayor of Rochester, New York, from 2014 to 2021. A mayor is the leader of a city's government.
Warren made history in Rochester. She was the first woman ever to be elected mayor of the city. She was also the second African-American to hold the job, after William A. Johnson Jr. Before becoming mayor, she was the President of the Rochester City Council.

Early Life and Schooling
Lovely Warren was born and grew up in Rochester, New York. Her mother, Elrita Warren, worked hard to support her family, first at the Kodak company and later as a health aide.
Warren was a good student. After graduating from Wilson Magnet High School, she went to college. She earned a Bachelor of Arts degree in Government from John Jay College of Criminal Justice. Then, she went to law school and earned a Juris Doctor degree, which is the degree a person needs to become a lawyer.
Career in Law and Politics
After finishing school, Warren began her career in government. She worked as a top assistant for New York Assemblyman David F. Gantt. She also worked as a law clerk for a judge in Rochester City Court, helping the judge with legal research.
In 2007, the people of Rochester elected Warren to the City Council. The City Council helps make laws and decisions for the city. In 2010, her fellow council members chose her to be the president of the council. She was the youngest person ever to have that role in Rochester's history.
Warren was very involved in her community. She often spoke to students in the Rochester City School District and at colleges like the University of Rochester and Howard University to encourage them.
Becoming Mayor of Rochester
In 2013, Warren decided to run for mayor of Rochester. First, she had to win the Democratic Party's primary election. A primary is an election where voters from the same political party choose their candidate for the main election. Warren won the primary against the current mayor, Thomas Richards.
Even though Richards lost the primary, he was still in the final election. But in the end, Warren won the general election and became the new mayor of Rochester.
Her Time as Mayor
Lovely Warren officially became Rochester's 69th mayor on January 1, 2014. The people of Rochester re-elected her in 2017, and she began her second term in 2018.
As mayor, Warren focused on improving life for the people of Rochester. She worked on creating new jobs and making neighborhoods safer and more lively. She also wanted to give children better opportunities to learn and succeed in school.
What Did Mayor Warren Accomplish?=
One of her major projects was changing the Inner Loop. This was a highway that cut through the city. Her administration helped fill in part of the highway and turn it into a regular street. This made space for new buildings and connected neighborhoods again.
Warren also started several new programs to help people:
- She brought a program called Kiva to the city, which helps people get small loans to start businesses.
- She supported services like Uber and Lyft to give people more ways to get around.
- She helped the Rochester Police Department get body cameras. These cameras record interactions between police and the public.
Focus on Children's Education
Mayor Warren cared a lot about education. She created a special group to help expand Pre-K programs for young children. She also started a program to help three-year-olds get ready to read well by the time they reached the third grade. To help more kids read, she got rid of fines for overdue children's books at the city's libraries.
End of Her Time as Mayor
Warren's second term as mayor had many challenges. In 2021, she lost the Democratic primary election to Malik Evans.
She agreed to leave her position early as part of a deal to resolve legal issues related to her 2017 campaign. Lovely Warren officially stepped down as mayor on December 1, 2021. Her last act as mayor was to propose a program to give a guaranteed basic income to families in need.
Personal Life
Warren has one daughter. She is married to Timothy Granison, but in 2021 she stated they had been legally separated for several years.
