Manuel Espino Barrientos (born 29 November 1959) is a Mexican politician. He is a member of the Movimiento Ciudadano party. He has served as a federal deputy in the Mexican Congress two times. From 2005 to 2007, he was the national president of the PAN.

Life and Political Journey
Early Life and Career in Chihuahua
Manuel Espino was born in Durango, Mexico. In 1979, he finished his studies as an electrical technician. A year before that, he joined the PAN. He often represented the party in elections.
He was also a Scout and taught business courses. Between 1978 and 1985, he worked as a teacher in Durango and Ciudad Juárez. He also managed an accounting company. From 1983 to 1985, he managed a shoe company in Ciudad Juárez.
Between 1983 and 1988, Espino worked for the Public Security office in Ciudad Juárez. He started by managing a control unit and later worked in archives and as a systems director. In 1984, he helped start the Center of Hispanic-American Studies in El Paso, Texas. The next year, he became president of the Mexican Scouts Association for three years.
In 1987, Espino earned a degree in business administration from the Universidad del Noroeste. The next year, he worked briefly as a production supervisor at Honeywell in Ciudad Juárez.
Political Steps in Chihuahua
Espino's political work continued with the PAN in Chihuahua. From 1987 to 1989, he was a secretary for a party group. He served as a general secretary for the party in Ciudad Juárez from 1989 to 1991. He was also a state councilor from 1990 to 1993. In 1991, he ran for federal deputy.
He also helped create the Foundation for the Cultural Diffusion of America's Half Millennium. In 1994, he helped coordinate the PAN's election campaign in Ciudad Juárez. He also worked as the PAN's Security Coordinator. He served on the National Defense Commission and helped manage the party's relations with the armed forces.
Moving to Sonora
In 1996, Espino became the leader of the PAN in Sonora. He was part of its state executive council from 1999 to 2002. He also worked as the city comptroller for Hermosillo from 1998 to 2000.
In 2000, he returned to the Chamber of Deputies. He led the Special Commission on Public Security. He also served on the Energy Commission. At the same time, he helped coordinate travel for President Vicente Fox. He was also a national councilor for the PAN. From 2002 to 2005, he was the general secretary of the national PAN organization.
Leading the PAN and Leaving the Party
In 2005, Manuel Espino became the 18th president of the National Action Party. He held this important position for two years. In 2006, he was also chosen to be president of the Christian Democrat Organization of America. He held this role until 2010. From 2006 to 2009, he was also the vice president of Centrist Democrat International.
During this time, Espino had some disagreements with the then-president of Mexico, Felipe Calderón Hinojosa, who was also from the PAN. He disagreed with the government's security plans. In 2007, his time as PAN president ended.
In 2010, he started a political group called Movimiento Nacional Volver a Empezar (National Start Over Movement). That year, the PAN decided to remove Espino from the party. He was officially expelled in May 2011, after being a member for 33 years.
He also continued his business activities. In 2010, he opened a restaurant in Durango. He also owned a parking facility and managed another company.
Joining Movimiento Ciudadano
In 2013, Espino started another political group called Concertación Mexicana. This group included other former politicians. It aimed to be a new kind of political group. However, it faced challenges in becoming a full political party.
On December 6, 2014, Espino officially joined the Movimiento Ciudadano political party. The next year, Movimiento Ciudadano chose him to be a federal deputy again. This meant he returned to the Chamber of Deputies. He now serves as a secretary on the National Defense and Public Security Committees. He also works on the Commission for the Strengthening of Federalism.
