Mercedes Narcisse (born April 26, 1965) is a Haitian American nurse and politician. She is a member of the New York City Council. She represents the 46th City Council District in Brooklyn, New York City. This district includes neighborhoods like Canarsie, Flatlands, and Marine Park.

Early Life and Education
Mercedes Narcisse was born in Saint-Marc, Haiti. Her grandmother raised her there. When she was 17, Narcisse moved to Brooklyn to live with her father. She went to Samuel J. Tilden High School. At first, she did not know English.
After high school, she studied to become a nurse. She graduated from the New York City College of Technology. This allowed her to become a registered nurse.
Career as a Nurse
Narcisse has worked as a registered nurse for more than 30 years. In 2001, she opened her own medical practice. This means she had her own business helping people with their health.
Journey into Politics
Mercedes Narcisse decided to get involved in politics. She wanted to represent her community in the New York City Council. The City Council is a group of elected people who make laws for New York City.
First City Council Campaign (2009)
In 2008, Narcisse announced she would run for the 46th district seat. The person holding the seat, Councilman Lew Fidler, was expected to leave office. However, the city changed its rules. This allowed Fidler to run for another term. So, Narcisse decided to stop her campaign for that year.
Later City Council Campaigns (2012 and 2013)
Fidler later ran for a different political job. This opened up the City Council seat again. Narcisse decided to run for the seat once more. She worked hard to get her name known. In the 2013 election, she ran against Alan Maisel. She did not win this election.
State Senate Campaign (2016)
In 2016, Narcisse tried for a different political role. She ran for the New York State Senate. The State Senate is part of the government that makes laws for the whole state of New York. She ran for the 19th district seat. She did not win this election either.
Winning the City Council Seat (2021)
In 2021, the City Council seat for the 46th district was open again. The previous council member, Alan Maisel, could not run again. This is because of "term limits," which means a person can only serve a certain number of times.
Narcisse decided to run for the City Council again. She had strong support from many groups. She also got endorsements from important people, like Public Advocate Jumaane Williams. An endorsement means someone publicly supports your campaign.
On election night, Mercedes Narcisse had a big lead. After all the votes were counted, she won the election. She officially took office on January 1, 2022.
In 2024, Narcisse shared her thoughts on a proposed change. This change would have removed rules about parking spaces for new homes. She said she was against this idea.

Mercedes Narcisse lives in Canarsie, a neighborhood in Brooklyn. She has four children.
