Nemali Pattabhirama Rao Pantulu (born 1862 – October 15, 1937) was an important Indian civil servant and administrator. He served as the Diwan (which means chief minister or a very important advisor) of the Cochin kingdom from 1902 to 1907. He was also given the honorary title of Diwan Bahadur.

Nemali Pattabhirama Rao's Early Life

Nemali Pattabhirama Rao was born in 1862 into a Telugu Brahmin family. His birthplace was Sidhavatam, a town in the Cuddapah district, which was then part of the northern Madras Presidency. His father, N. Ramanuja Rao, worked as a tahsildar in the district. A tahsildar was a local officer responsible for collecting taxes and managing land. Pattabhirama Rao received his first education in Cuddapah and later in Madras (now known as Chennai).

His Important Work and Career

Pattabhirama Rao began his career in the Madras Revenue Settlement Department on April 15, 1882. This department was responsible for surveying land and setting up fair tax systems. He worked as an Assistant Commissioner from March 1895 until August 1902. After this, he was appointed as the Diwan of the Cochin kingdom.

Achievements as Diwan of Cochin

During his time as Diwan, Nemali Pattabhirama Rao oversaw several important projects and changes:

  • Land Settlement Completed: He made sure that the scientific land settlement, which had started under the previous Diwan, was finished. This helped to properly record land ownership and taxes.
  • New Transport Systems: The Cochin-Shoranur Railway and the Cochin tramway were both opened for public use. These were big steps forward for transportation in the region.
  • Tax System Improvements: He also brought about important changes to the state's excise administration. Excise refers to taxes on goods made or sold within the country. These reforms helped to make the tax system fairer and more efficient.
