Phạm Hùng (born June 11, 1912 – died March 10, 1988) was an important Vietnamese politician. He served as the 2nd Prime Minister of the Socialist Republic of Vietnam from 1987 to 1988.

Early Life and Political Beginnings
Phạm Hùng was born on June 11, 1912. His birthplace was Vĩnh Long Province in southern Vietnam. This area is part of the Mekong River Delta.
He joined the Communist Party of Indochina in 1930. This was a political group working for Vietnam's independence. In 1931, French authorities arrested him. He was imprisoned until 1945. Part of this time was spent on the island prison of Poulo Condore. During his time in prison, he became known as a leader among other political prisoners.
Role in Vietnam's Struggle
During the First Indochina War, Phạm Hùng was a key leader in the southern part of Vietnam. He helped control the security forces of the Việt Minh. The Viet Minh was a national independence movement. In 1951, he became a member of the party's Central Committee. This was a very important group within the party.
After France left Vietnam, Phạm Hùng moved to Hanoi in 1955. In 1957, he joined the Politburo. This is the main decision-making body of the Communist Party. He worked closely with Lê Duẩn, who became a powerful leader in North Vietnam.
Leadership During the Vietnam War
In July 1967, Phạm Hùng took charge of the Central Office for South Vietnam (COSVN). This office was important for guiding the efforts in the south during the Vietnam War. He played a big role as a political leader for the Vietcong. The Vietcong were fighters in South Vietnam.
After the War and Prime Minister
After the war ended, Phạm Hùng continued his work in the Politburo. In 1979, he became the Minister of the Interior. This role involves managing internal security and public order.
In 1987, he became the Prime Minister of Vietnam. He took over from Phạm Văn Đồng. Phạm Hùng served as Prime Minister for a short time, until his death in 1988.
