Philip Banks III (born December 25, 1962) is a retired law enforcement officer. He served as the Deputy Mayor of New York City for Public Safety. Before that, he was the Chief of Department for the NYPD from 2013 to 2014. As Chief, he was in charge of all police patrol and special units. He later left his role as Deputy Mayor.
Early Life and Education
Philip Banks III grew up in Southeast Queens, New York. His mother worked as a secretary. His father, Philip Banks Jr., was also a police officer, serving as a lieutenant in the New York City Police Department.
Philip Banks III has two brothers. One brother, David C. Banks, is currently the New York City Schools Chancellor. His other brother, Terence Banks, worked for the MTA (Metropolitan Transportation Authority) for 25 years before retiring in 2023.
Banks went to Lincoln University where he earned a Bachelor of Science degree in Business Administration. In 2001, he also completed a two-week program called the Police Management Institute at Columbia University. He is a member of the Phi Beta Sigma fraternity.
Police Career
Joining the NYPD
Philip Banks III started his career with the New York City Police Department in July 1986. He began as a patrol officer in the 81st Precinct. Over the years, he was promoted many times:
- Sergeant in March 1994
- Lieutenant in May 1997
- Captain in September 1999
- Deputy Inspector in June 2001
- Inspector in December 2003
- Deputy Chief in December 2006
- Assistant Chief in June 2009
He worked in many different areas of the city. These included the 70th, 73rd, 79th, 81st, 90th, and Central Park precincts. He also served in special units like the Harbor Unit and the School Safety Division Investigations Unit.
Leadership Roles
Before becoming Chief of Department, Banks held several important leadership positions. He was the chief of the Community Affairs Bureau, which works to build good relationships between the police and local communities.
He also commanded Patrol Borough Manhattan North. This means he was in charge of all police operations in northern Manhattan. Earlier in his career, he commanded the 79th, 81st, and Central Park precincts. He also served as an executive officer in Patrol Borough Brooklyn South and the 73rd Precinct.
In 2013, he was named the Chief of Department, which is a very high-ranking position in the NYPD. He took over from Rafael Piñeiro when he retired.
Leaving the NYPD
After serving for 27 years, Philip Banks III resigned from his role as Chief of Department on October 31, 2014. He stated that his decision was for both personal and professional reasons. The police commissioner at the time, William Bratton, expressed his regret at Banks's departure.
