Philip Banks III was born on December 25, 1962. He is a retired police officer who held important roles in New York City. He served as the chief of the NYPD from 2013 to 2014. Later, he became the deputy mayor of New York City for public safety. In this role, he helped keep the city safe. He left his position as deputy mayor in October 2024.

About Philip Banks
Philip Banks III grew up in Southeast Queens, New York. His mother was a secretary, and his father, Philip Banks Jr., was also a police officer. Philip has two brothers. One of his brothers, David C. Banks, is the New York City Schools Chancellor. His other brother, Terence Banks, worked for the MTA for 25 years before retiring.
Philip Banks went to Lincoln University. He earned a Bachelor of Science degree in business administration there. He also studied police management at Columbia University in 2001.
His Career in Public Safety
Working for the NYPD
Philip Banks joined the New York City Police Department in July 1986. He started his career patrolling the streets in the 81st Precinct. Over the years, he moved up through many ranks. He became a sergeant in 1994, a lieutenant in 1997, and a captain in 1999. He continued to be promoted, becoming a deputy inspector, inspector, deputy chief, and assistant chief.
He worked in many different parts of the city, including various precincts and special units. Before becoming chief of department, he led the Community Affairs Bureau. This bureau works to build good relationships between the police and the community. He also commanded several precincts, including the 79th, 81st, and Central Park precincts.
Leaving the NYPD
After 27 years of service, Philip Banks resigned from his role as chief of department on October 31, 2014. He said he was leaving for both personal and professional reasons. The police commissioner at the time, William Bratton, said he accepted Banks's resignation with regret.
Deputy Mayor for Public Safety
From January 7, 2022, to October 7, 2024, Philip Banks served as the deputy mayor for public safety. He worked under Mayor Eric Adams. In this important role, he helped oversee efforts to keep New York City safe for everyone. He left this position in October 2024.
