History of Iraq's Prime Ministers
The role of prime minister in Iraq started as an appointed job. This person worked under the head of state, who was the top leader. The prime minister was also the main leader of the Iraqi parliament.
How the Role Changed
After the 2005 constitution was put in place, the prime minister became the country's active leader. This means they are in charge of making decisions and running the government day-to-day.
Recent Prime Ministers
Nouri al-Maliki became prime minister in April 2006. He stepped down in August 2014, and Haider al-Abadi took his place. Later, in October 2018, Adil Abdul-Mahdi became prime minister. He resigned in 2019 but was appointed again temporarily. Mustafa Al-Kadhimi then took over in May 2020. After the 2021 Iraqi parliamentary election, Al-Kadhimi was replaced by the current prime minister, Mohammed Shia' Al Sudani.
How a Prime Minister is Chosen
After an election, the Council of Representatives chooses the president and their deputies. This group then needs to agree on a prime minister within two weeks. If they cannot agree, the job of choosing the prime minister goes back to the National Assembly.
Confirming the Choice
The Council of Representatives must then confirm the chosen prime minister with a majority vote. If the prime minister cannot choose their team of ministers within one month, the Presidency Council must pick a new prime minister.
International Influence
Even though it's not official, the United States and Iran often have a say in who becomes prime minister. This is because these countries have a lot of influence in Iraqi politics.
Agencies Working with the Prime Minister
Several important groups report directly to the prime minister. These include the Counter Terrorism Bureau, which oversees special forces. Other groups are the National Intelligence Service and the National Security Service. The Falcons Intelligence Cell and the Popular Mobilization Commission also report to the prime minister.
Where the Prime Minister Works
The prime minister's main office is in the Al Zaqura Building. This building is located in the Green Zone area of Baghdad, the capital city of Iraq.
