Kids Encyclopedia Facts

The Queen's and Lord Treasurer's Remembrancer (Q&LTR) is an important officer in Scotland. This person helps manage the interests of the Crown, which means the government and the monarch. They deal with special situations like property that has no owner, estates of people who die without a will or family, and valuable items found hidden (called treasure trove).

The Q&LTR actually holds two old jobs combined into one. Both roles started in 1707 when the Court of Exchequer was created. They were joined together in 1836. The Queen's Remembrancer used to be the main manager for the Exchequer court. The Lord Treasurer's Remembrancer mostly checked and approved financial records for criminal cases in Scotland. More recently, this officer also represented the Treasury (the UK's finance department) in Scotland and acted as the main paymaster.

From 1835, the King's Remembrancer also took on duties of the King's Almoner. This included giving money to people on a special list who received royal charity.

Since 1858, the Q&LTR had many different responsibilities. These included being the Registrar of Companies (who registers new businesses). They also checked the accounts of sheriff clerks and procurators fiscal (public prosecutors). They were in charge of collecting fines from Scottish courts. The Q&LTR was also the Keeper of the Edinburgh Gazette, which is an official newspaper. They managed treasure trove finds and the estates of people who died without heirs. Plus, they were responsible for looking after the Regalia of Scotland (the Scottish Crown Jewels) kept in Edinburgh Castle.

In 1981, the job of Q&LTR moved to the Crown Agent. This is the main officer of the Crown Office and Procurator Fiscal Service, which handles criminal prosecutions in Scotland. Since 1999, this office has been part of the Scottish Government. This means it is no longer directly linked to the UK Treasury or company registration.
