Becoming Mayor of Ponce
Ramón Elices Montes was chosen to be the mayor of Ponce on July 10, 1886. The main government of Puerto Rico appointed him. His term officially began on July 16 of that year.
Key Actions as Mayor
Elices Montes is remembered for creating a detailed report about the city. This 14-page report explained the condition of Ponce in eight important areas. These areas included city workers, official records, money, and how the city planned to pay its debts. He also focused on education, health, and public works projects.
In 1887, while he was mayor, a big meeting of the Partido Autonomista Puertorriqueño (Puerto Rican Autonomist Party) took place. This meeting happened at Teatro La Perla. Elices Montes wrote a long report about this event, which he sent to the Governor.
Challenges and Public Order
During the 1880s, many people moved to Ponce looking for jobs. This created some challenges for the city. Elices Montes was a member of the Unconditional Spanish Party. He believed that some of the issues were caused by the opposing group, the Liberal Reformists.
Focus on Education
Elices Montes cared a lot about improving public education. He ordered many textbooks for students in Ponce's public schools. He also worked hard to pay off old debts that the city government had from previous leaders.
However, because he focused so much on education, other areas suffered. Things like maintaining city streets and developing new public works projects were not given as much attention. The local newspapers criticized him for this.
Later, Elices Montes asked for a four-month leave from his duties because he was sick. He traveled to Spain for treatment. While he was away, Ermelindo Salazar, who was like a deputy mayor, took over his responsibilities. After some time, Elices Montes sent his resignation from overseas. Salazar continued to manage urgent city matters until a new mayor was appointed by the Governor.
