Ruby Karen Francis or Frances was born in Columbia, Mississippi, in February 1952. Her parents were Rev. L. J. Francis and his wife. She grew up in Lawton, Oklahoma. Ruby Terry graduated from Eisenhower High School. She then studied for an education degree. She attended Seward County Community College and Wichita State University.

After her husband passed away, Evangelist Terry became a pastor. She founded the Fountain of Life COGIC church in Lake Charles. She also helps lead the Greater New Orleans Jurisdiction, COGIC.
