Sir James was born on September 9, 1770. He was the great-grandson of William Foulis of Woodhall. Sir James loved art very much. He was talented as both a painter and a sculptor. One of his paintings, a portrait of the founder of Gillespie's Hospital, can be found in the council-room of the hospital in Edinburgh. In 1810, he married Agnes Grieve. They had two sons and two daughters together.

Later, he married the oldest daughter of Robert Cadell. Sir William Liston Foulis died in 1858.
