Stephen Hung (born in 1959) is a Hong Kong businessman. This means he is involved in starting and running businesses. He used to be a leader for a company called The 13 Holdings Limited. He is also the head of The Taipan Investment Group and a vice-chairman for Rio Entertainment Group, which runs a hotel and casino in Macau.

In 2013, he began working on a very fancy hotel and casino project in Macau. He first named it Louis XIII. By 2017, the building was finished and renamed 'The 13'. However, the project faced money problems because it hadn't opened yet and didn't have the special permission needed to run a casino.
The company behind this project, 13 Holdings Limited, had hoped to attract very rich people and important business leaders from China. But in 2014, the leader of China, Xi Jinping, visited Macau. He made it clear that his government did not like such overly fancy and expensive projects. This made it much harder for 'The 13' project to succeed. Because of these challenges, the company had to sell a large part of its engineering business.
