The Warsaw Convention is like a rulebook for international air travel. It makes sure that airlines and passengers know what to expect if there are problems like lost luggage or injuries during a flight. It helps make sure everyone is treated fairly.

A Look Back: History of the Convention

This agreement was first signed a long time ago, in 1929, in a city called Warsaw in Poland. Over the years, as air travel changed, the convention was updated. It was changed in 1955 in The Hague, a city in the Netherlands, and again in 1975 in Montreal, Canada. These updates helped keep the rules fair and modern for air travel around the world.

What Rules Does It Set?

The Warsaw Convention has several key rules to protect both passengers and airlines:

  • Airlines must give passengers tickets for their journey.
  • Airlines must give passengers a special tag called a baggage check for any bags they put in the plane's cargo hold.
  • If someone needs to make a complaint or ask for money because of a problem, they usually have up to two years to do so.
  • The convention also sets limits on how much money an airline might have to pay if something goes wrong. For example, there are limits for injuries to passengers, for lost or damaged checked bags and cargo, and for hand luggage that travelers carry with them. These amounts are set in special international units of money.

The Montreal Convention: A New Chapter

In 1999, a new agreement called the Montreal Convention was signed. This new convention is designed to replace the older Warsaw Convention system. Once enough countries agree to follow the Montreal Convention, it will become the main set of rules for international air travel, offering more modern protections for passengers.
