Íñigo Joaquín de la Serna Hernáiz (born 10 January 1971 in Bilbao) is a Spanish politician and civil engineer. He held important public roles in Spain. He was the Mayor of Santander, a city in Spain, from 2007 to 2016. Later, he served as the Minister of Public Works for the Spanish government from 2016 to 2018.

Íñigo de la Serna's Life and Career
Early Life and Education
Íñigo de la Serna was born in Bilbao, Spain. However, he spent most of his life living in Santander. He attended San Agustín College in Cantabria. For one year, he studied in Ohio, United States, as an exchange student.
After his exchange year, he went to the University of Cantabria School of Civil Engineering. He graduated as a civil engineer. Before starting his political journey, he worked at an engineering company called Apia XXI.
Starting in Politics
De la Serna's political career began in 1999. He became the chief of staff for the Environment Councilor in the Government of Cantabria. In 2003, he took on a new role. He became the head of the Department of Environment, Water, and Beaches for the City Council of Santander.
In 2004, he was chosen as the Deputy Secretary for the People's Party in Cantabria. This was an important step.
Becoming Mayor of Santander
In 2007, Íñigo de la Serna ran for Mayor of Santander. He won the election, becoming the city's mayor. He was 36 years old at the time. This made him one of the youngest mayors of a major Spanish city. His party won 15 out of 27 council seats. This was the first time his party had won an absolute majority in Santander.
He was re-elected as mayor in 2011. This time, his party won even more seats, getting 18 out of 27. He received 56% of the votes. This was the highest number of votes his party had ever received in Santander. It also made him one of the most voted mayors in Spain.
Leading Smart Cities
As mayor, Íñigo de la Serna focused on making Santander a "smart city". A smart city uses technology to improve life for its citizens. He supported a European project called SmartSantander. This project helped Santander become a leader in smart city ideas.
He also worked to connect different cities in the European Union. He wanted them to share information and projects. This would help all cities become smarter. From 2012 to 2016, he led the Spanish Network of Smart Cities. He also served as President of the Council of European Municipalities and Regions (CEMR).
In 2015, he was re-elected mayor, but his party lost its absolute majority. He continued to lead Santander with the support of other parties. During his time as mayor, he supported building the Botín Center of Art and Culture. This important building was constructed in a central part of the city.
Serving as a Minister
On 4 November 2016, Íñigo de la Serna was appointed Minister of Public Works for the Government of Spain. In this role, he was responsible for things like roads, railways, and other public construction projects.
One of his tasks involved addressing a past train accident. He initially supported a special investigation into the Santiago de Compostela derailment. However, later, as minister, he did not support creating this commission. During his time as minister, one of his proposed laws was not approved by the Spanish Parliament.
He also dealt with a labor dispute at the Barcelona Airport in 2017. This dispute involved security guards going on strike. He announced that the Civil Guard would help with security control at the airport.
De la Serna served as Minister of Public Works until 1 June 2018.
