Amleto Giovanni Cicognani (born February 24, 1883 – died December 17, 1973) was an important leader in the Roman Catholic Church. He was an Italian Cardinal who held very high positions in the Vatican. He served as the Cardinal Secretary of State, which is like the Vatican's top diplomat and prime minister, from 1961 to 1969. He also became the Dean of the College of Cardinals in 1972, a role he held until his death. Cicognani became a cardinal in 1958. His brother, Gaetano Cicognani, was also a cardinal. They are the last pair of brothers to serve together in the College of Cardinals.

Early Life and Church Career

Amleto Cicognani was born in Brisighella, a town near Faenza, Italy. He was the younger of two children. His mother, Anna, ran a small shop to support him and his brother, Gaetano, after their father, Guglielmo, passed away.

Amleto studied at the seminary in Faenza. He became a priest on September 23, 1905. He continued his studies at the Pontifical Roman Athenaeum S. Apollinare in Rome. In 1910, he started working for the Sacred Congregation for the Discipline of the Sacraments in the Vatican.

He was given the title of monsignor in 1917. From 1921 to 1932, he taught at his old school, the Athenaeum S. Apollinare. In 1922, he began working in the Roman Curia, which is the administrative body of the Holy See.

Serving in the United States

On March 17, 1933, Cicognani was appointed Apostolic Delegate to the United States. This meant he was the Vatican's official representative and a link between the Catholic Church in America and the Vatican. He also became a Titular Archbishop at this time.

He officially became a bishop on April 23, 1933. He served as the Apostolic Delegate to the United States for 25 years. This was a very long time for such a role.

Becoming a Cardinal

On December 15, 1958, Pope John XXIII made him a Cardinal-Priest. He was assigned the church of S. Clemente in Rome. Later, on May 23, 1962, he became a Cardinal-Bishop of Frascati.

It was unusual for two brothers to be cardinals at the same time. However, his brother, Gaetano, had already been made a cardinal in 1953. An exception was made to the Church law that usually prevented this.

Important Roles in the Vatican

On November 14, 1959, Cardinal Cicognani became the Secretary of the Congregation for the Oriental Churches. This office deals with the Eastern Catholic Churches.

Then, on August 12, 1961, he was given several very important jobs:

  • Cardinal Secretary of State: This is one of the most powerful positions in the Vatican. The Secretary of State acts as the Pope's chief advisor and oversees the Vatican's foreign relations.
  • President of the Pontifical Commission for Vatican City State: This role involves managing the daily affairs of Vatican City.
  • President of the Administration of the Patrimony of the Apostolic See: This position manages the Vatican's finances and properties.

With these appointments in 1962, Cardinal Cicognani became a key figure in the Vatican. He was essentially like the Vatican's foreign minister, prime minister, and interior minister all at once.

Second Vatican Council and Later Years

Cardinal Cicognani took part in the Second Vatican Council (1962–1965). This was a very important meeting that brought many changes to the Catholic Church. He served as the Chairman of the Secretariat for Extraordinary Questions during the Council.

He also participated in the 1963 papal conclave, which was the election that chose Pope Paul VI as the new Pope.

On April 30, 1969, Cardinal Cicognani stepped down from all his major posts. However, on March 24, 1972, he was chosen to be the Dean of the College of Cardinals. This is the highest position among the cardinals. As Dean, he also received the title of the suburbicarian see of Ostia, in addition to his title of Cardinal Bishop of Frascati.

Cardinal Amleto Cicognani passed away in Rome on December 17, 1973, at the age of 90. He is buried in the Basilica di San Clemente in Rome. He was known for his traditional views within the Church.
