Wagner was born in Omaha, Nebraska, in 1986. He went to Buena Vista University in Iowa. In 2010, he earned a degree in Social Work. In 2011, he moved to Bushwick, Brooklyn, New York. He planned to study for a master's degree there.

A writer for the Los Angeles Times described Wagner's style. She said his photos show a "quiet, lyrical kind of humanism." This means his pictures focus on people and their feelings. His work follows old traditions of street photography. It also follows social documentary photo stories. Wagner mostly photographs African Americans in Brooklyn. He also takes pictures in other parts of New York City.

His book Here For The Ride came out in 2017. This book shows people on the New York City Subway. He took these photos between 2013 and 2016.

Wagner has worked for many big names. These include Vogue and ESPN. He also worked for New York magazine and The New York Times. He took pictures to promote the movie Queen & Slim in 2019. In August 2020, he became a Public Artist in Residence (PAIR). This is a special program in New York City. Artists help solve city problems with their art.
