Andrew Lamar Carter Jr. (born January 12, 1969) is an American lawyer who works as a judge. He is a United States district judge for the United States District Court for the Southern District of New York. Before this, he was a United States magistrate judge for the United States District Court for the Eastern District of New York from 2009 to 2011.

Growing Up and School
Andrew Carter Jr. was born in Albany, Georgia. He went to the University of Texas at Austin and earned his first degree in 1991. Later, he studied law at Harvard Law School and got his law degree in 1994.
Andrew Carter Jr.'s Career
After law school, Mr. Carter worked at the Ford Foundation from 1994 to 1996. This foundation helps people and communities. From 1996 to 2005, he was a lawyer at the Legal Aid Society. He helped people who could not afford a lawyer. He worked in different parts of the Legal Aid Society, helping people with criminal defense cases. From 2005 to 2009, Mr. Carter worked for the Federal Defenders of New York. Here, he continued to help people who needed legal support in federal cases.
Becoming a Federal Judge
In 2009, Andrew Carter Jr. became a United States magistrate judge for the United States District Court for the Eastern District of New York. He served in this role until 2011. A senator from New York, Chuck Schumer, suggested Mr. Carter for a higher judge position. On May 19, 2011, President Barack Obama nominated him to be a judge in the Southern District of New York. This position became open when Judge Victor Marrero retired. The Senate Judiciary Committee approved his nomination on September 15, 2011. The full Senate then confirmed him on December 5, 2011. He officially started his new role as a United States District Judge on December 8, 2011. This is a lifetime appointment, meaning he serves until he retires or leaves the position.
