Ms. Watson also served on the Zoning Board of Adjustment in Newark. This board helps decide how land can be used and what can be built in different areas. She was elected to the Essex County Board of Chosen Freeholders. This board helps manage the county government.

She served on the Board of Chosen Freeholders for many years, from 1997 to 2014. She was elected six times, each time for a three-year term. During her time on the board, she held important leadership roles. She was the board's vice president for five years. She then served as president for eight years.
