Why Was It Created?

The Bush Doctrine became very important after the September 11 attacks on the United States. These attacks made many people feel that the U.S. needed new ways to protect itself from terrorism. President Bush believed that the U.S. could not wait for enemies to strike first.

The Iraq War and Pre-emption

A major example of the Bush Doctrine in action was the Iraq War. In 2003, the U.S. invaded Iraq. The main reason given was to remove Saddam Hussein from power. It was also to prevent Iraq from using or giving weapons of mass destruction to terrorists. This was seen as a pre-emptive war, aiming to stop a future threat.

President Bush himself never officially used the term "Bush Doctrine." It was a term created by others to describe his policies. There are other United States presidential doctrines that describe the foreign policies of different U.S. presidents.
