Coomarasamy Balasingham, often called C. Balasingham, was an important government official from Sri Lanka. He was born on March 10, 1917, and passed away on July 15, 2001. He was known for his long career serving the country.

Early Life and Education

C. Balasingham was born in 1917. His father, V. Coomaraswamy, was a proctor (a type of lawyer) and a Tamil scholar from Tellippalai.

School Days

Balasingham went to Kollankaladdy Tamil School. He also studied at Mahajana College, Tellippalai and Jaffna Hindu College. He was a very good student. He earned high marks in Tamil in his Cambridge Junior Examination. He then successfully passed the Cambridge Senior Exam.

University and Law

After finishing school, he joined the Ceylon University College. In 1937, he earned a Bachelor of Arts (BA) degree. He studied English, Tamil, and Philosophy.

He was too young to join the government service right away. So, he decided to study law. He enrolled at the Ceylon Law College. In 1942, he became an advocate of the Supreme Court. This meant he could represent people in court.

Family Life

Balasingham married Sethu. She was the daughter of Gate Mudaliyar Naganather Canaganayagam. They had two sons, Balagangeyan and Padmanabhan, and one daughter, Thillaisiva.

Career in Public Service

C. Balasingham joined the Ceylon Civil Service in 1940. This was after he passed the Civil Service Exam in 1939. The Civil Service is a group of people who work for the government. They help run the country.

Different Roles

He held many different jobs in various places. Here are some of the roles he had:

  • Additional Magistrate in Matara and Puttalam. A magistrate is like a judge for smaller cases.
  • Assistant Telegraph Censor during World War II. He helped check messages during the war.
  • Office Assistant in Jaffna and Kandy.
  • Additional Assistant Government Agent in Horana. A Government Agent is a senior official who manages a district.
  • Assistant Government Agent in Kalutara.
  • Deputy Controller of Labour in Hatton and Colombo. He helped manage labor laws and workers' rights.
  • Assistant Director of Land Development in Batticaloa.

Senior Positions

In 1958, he became the Controller of Supply, Cadre, and Finance in the Treasury. The Treasury manages the country's money. In 1961, he was promoted to Deputy Secretary to the Treasury.

From 1964 to 1970, Balasingham served as the Permanent Secretary at the Ministry of Health. A Permanent Secretary is the highest-ranking civil servant in a government ministry. They help lead and manage the ministry's work.

Later Life

After his main career, Balasingham continued to contribute. He was the chairman of a committee that updated the Government Financial Regulations. These are the rules for how the government spends money. He was also a member of the Salaries Review Committee. This committee looked at government salaries.

In 1984, C. Balasingham moved to the United States of America. He passed away in Connecticut on July 15, 2001.
