Carl Ezekiel Ross was born on December 10, 1977. He is an American lawyer who now works as a judge. Since 2023, he has been an associate judge for the Superior Court of the District of Columbia. This court handles many different types of legal cases in Washington, D.C. Before becoming a judge, he worked for the United States House of Representatives from 2017 to 2023. There, he served as a legal advisor.

Carl Ross's Education
Carl Ross studied at two different universities. In 1999, he earned his first degree, a Bachelor of Arts (BA), from Oral Roberts University. This degree usually covers a wide range of subjects.
Later, in 2003, he earned his law degree, called a Juris Doctor (JD). He received this degree from the William & Mary School of Law. While he was there, he helped edit the William & Mary Law Review. This is a journal where law students and professors publish articles about legal topics.
Carl Ross's Career Path
After finishing law school, Carl Ross began his legal career. He worked for a judge named James R. Spencer. This job is called a law clerk, and it means he helped the judge with legal research and writing.
He then worked as a lawyer at a firm called Arnold & Porter. After that, he joined the United States Attorney's Office. Here, he was an assistant United States attorney for the District of Columbia. This means he represented the U.S. government in court cases.
From 2017 to 2023, Carl Ross worked for the United States House Committee on Ethics. This committee in Washington, D.C. deals with rules of conduct for members of the House of Representatives. He served as a legal advisor, or "counsel," to this committee.
Becoming a D.C. Judge

First Nomination
On November 6, 2019, President Donald Trump announced he wanted Carl Ross to become a judge. He was nominated to fill a spot left by Judge Judith Bartnoff. The U.S. Senate needed to approve this nomination. A hearing was held in June 2020 to discuss his qualifications. The committee voted in favor of him in July 2020. However, his nomination was not fully approved before President Trump's term ended. President Joe Biden later withdrew this nomination in February 2021.
Second Nomination and Approval
President Joe Biden nominated Carl Ross again on December 15, 2021. This time, he was nominated to fill the seat of Judge Florence Y. Pan. Judge Pan had moved to a higher court.
Another hearing was held in July 2022 before the Senate Homeland Security and Governmental Affairs Committee. In September 2022, the committee approved his nomination. Finally, on December 15, the Senate officially confirmed him as a judge. He was sworn in and began his work as a judge on January 17, 2023.
