Carl Josef Anton von In der Maur auf Strelburg und zu Freifeld (also known as Karl) was an important Austrian nobleman and leader. He served as the Governor of Liechtenstein twice. He was Governor from 1884 to 1892 and again from 1897 until he passed away in 1913. He worked for Prince Johann II of Liechtenstein.

Carl von In der Maur was born into a noble family from Tyrol, Austria. He worked in government service after finishing his education. As Governor, he made many changes to how the government worked. He expanded rules and government duties. He had a very strong way of leading and sometimes disagreed with the wishes of the Landtag (Liechtenstein's parliament).

He left his first term as Governor in 1892 to work in Vienna. However, he stayed connected to Liechtenstein's government. He returned as Governor in 1897 and served until his death in 1913. He died after having a stroke during a debate in the Landtag.

Early Life and Education

Carl Josef Anton von In der Maur was born on October 16, 1852. His birthplace was Wiener Neustadt in the Austrian Empire. He came from the noble family of In der Maur from Tyrol, a region in Austria. This family was part of the Landadel, which means they were important landowners in South Tyrol.

His father was Karl Johann Josef Romed von In der Maur. He worked for the Austrian government in the Ministry of Education. His mother was Barbara Kahl. Carl went to secondary school in Vienna. Later, he studied law and political science at the Theresian Military Academy. He finished his studies with high honors in 1875.

A Career in Government

After finishing his education, Carl von In der Maur began working for the government in Lower Austria. He served as a Presidential Secretary in Vaduz, the capital of Liechtenstein.

On September 23, 1884, Prince Johann II appointed him as the Fürstlicher Landesverweser, which means Governor of the Principality of Liechtenstein. During his first time as Governor, the Landtag (Liechtenstein's parliament) passed very few new laws.

Instead, Carl von In der Maur focused on reorganizing the government. His administration took on more duties and responsibilities. Between 1884 and 1890, his government created 119 new rules. These rules covered many areas, like schools, religion, local government, prisons, and even how to manage forests. He was especially interested in improving the school system. He worked to make primary education the same for everyone.

Carl von In der Maur was a very strong leader. He often made decisions that went against what the Landtag wanted. His government even used "preventive censorship." This meant they stopped attempts to introduce laws that would give people more freedom of the press.

He left his position as Governor on September 5, 1892. He was then appointed Fürstlicher Kabinettsrat in Vienna. This was a high-level advisory role to the Prince. Friedrich Stellwag von Carion took over as Governor. Even though Carl was in Vienna, he stayed connected to Liechtenstein's government. He was part of its Political Recruitment Office.

In October 1896, Governor Stellwag died. Carl von In der Maur returned to Vaduz to take on his old role temporarily. He officially became Governor again on January 4, 1897. He continued to serve as the provisional Governor of Liechtenstein until his death.

In 1901, Carl von In der Maur helped start the Historical Association for the Principality of Liechtenstein. He was a board member until he died. He received several honors for his service. He was given the Jubilee Medal for civil servants in Austria. In 1909, he was awarded the Commander's Cross of the Order of Franz Joseph. This was an important Austrian honor.

That same year, he celebrated 25 years of working for Prince Johann II. The Landtag gave him honorary citizenship of Liechtenstein.

Personal Life

Carl von In der Maur enjoyed learning new languages. In his free time, he liked to read classic Latin books. He also truly enjoyed his work as a government official and leader.

He married Auguste von Kogerer on September 11, 1883, in Vienna. Auguste was the daughter of Heinrich Ritter von Kogerer. On August 15, 1887, their only son was born in Vaduz. His name was Gilbert Heinrich Carl August von In der Maur.

Death

As Carl von In der Maur got older, his health became weaker. During a very intense debate in the Landtag, he suffered a stroke. He passed away on December 11, 1913, in Vaduz. A special church service was held for him on December 15. He was buried in the crypt (an underground burial vault) of St. Martin's Church in Gnadenwald, near Innsbruck, Austria.
