Cecil Bernard Rutley (born July 31, 1888 – died September 20, 1956) was a British writer. He wrote many exciting stories, especially in the world of fantasy and science fiction. He often signed his books using the name "C. Bernard Rutley."

Cecil Bernard Rutley was born in 1888 in Lewisham, a part of London, England. He started writing in the 1920s. At first, he focused on creating stories especially for young boys.
Many of his early books were about schools facing big challenges. For example, in his book The Box of St. Bidolph's, the school's land is wanted by a rich person. Three older students then work together to prove that the land belongs to the school.
Later, in the 1930s, Rutley began writing more science fiction and fantasy books. These stories often featured amazing inventions. Sometimes, these inventions were used for not-so-good purposes.
