Charles "Chuck" Lovell is a leader in the Portland Police Bureau. He used to be the top police officer, called the chief of police. He served in this important role for the city of Portland, Oregon.
Mr. Lovell was named chief on June 8, 2020. This happened during a time when many people were talking about policing. He was the fourth Black person to lead the Portland Police. He was also the 50th police chief in the Bureau's history. He served as chief until October 11, 2023. After that, Bob Day became the interim chief. Chuck Lovell now works as the assistant chief of services.
Early Life and Education
Chuck Lovell was born in Brooklyn, New York. When he was 19, he joined the United States Air Force. He served for four years full-time. Then he spent two more years in the reserves.
He studied at Park University. There, he earned a degree in Criminal Justice. He is also working on a master's degree. This higher degree is in strategic leadership from the University of Charleston.
Career in Law Enforcement
Mr. Lovell joined the Portland police force in 2002. He has worked in many different roles. Before becoming chief, he led the Community Services Division. This division helps connect police with the community.
In June 2020, the chief at the time, Jami Resch, stepped down. She asked Chuck Lovell to take her place. This happened when there were many public discussions about policing.
On September 20, 2023, Lovell announced a change. He decided to step down as chief. He wanted to focus more on community engagement. This means working closely with people in the city. On October 11, 2023, Bob Day officially replaced him. Lovell then started his new role. He became the assistant chief of the services division.
