Concepción "Concha" Andreu Rodríguez (born on March 10, 1967) is a Spanish politician. She is also an expert in oenology, which is the science of making wine. Concha Andreu was the President of La Rioja, a region in Spain, from 2019 to 2023. Since 2011, she has been a member of the Parliament of La Rioja.

Concha Andreu's Early Life and Education
Concha Andreu was born in 1967 in a town called Calahorra. This town is located in the La Rioja region of Spain. She went to the University of Salamanca to study biological sciences. Later, she earned a special master's degree. This degree was in viticulture and oenology from the University of Zaragoza. Viticulture is the study of growing grapes, and oenology is the study of making wine.
Concha Andreu's Political Journey
Concha Andreu started her political career in 2011. She won a seat in the Parliament of La Rioja. This Parliament is like the regional government's assembly.
Becoming a Candidate for President
In the 2015 Riojan regional election, Concha Andreu became a very important candidate. She was chosen by the Spanish Socialist Workers' Party (PSOE) to run for President of La Rioja. In that election, her party, the PSOE, won 10 seats. The People's Party (PP) won 15 seats. After the election, Concha Andreu became the main spokesperson for the PSOE in the Parliament.
Making History as President
Concha Andreu ran for President again in the 2019 Riojan regional election. This time, her party, the PSOE, won 15 seats. This made them the largest party in the Parliament of La Rioja. It was the first time this had happened since the 1991 election.
On August 27, Concha Andreu officially became the President. She was "invested" as president after her party made an agreement. They worked with two other political groups: Podemos and United Left. Concha Andreu made history that day. She became the very first woman to hold the office of President of La Rioja.
Serving in the Spanish Senate
After her time as President of La Rioja, Concha Andreu continued her political work. In the 2023 Spanish general election, she was elected to the 15th Senate of Spain. The Senate is part of Spain's national parliament. She represents the region of La Rioja there.
