Dacian Cioloș (born on July 27, 1969) is a Romanian expert in farming, also known as an agronomist. He has held several important roles in politics. He was the Prime Minister of Romania from November 2015 to January 2017.

Before becoming prime minister, he served as the Agriculture Minister for Romania. He also worked as the European Commissioner for Agriculture and Rural Development, which is a big job helping to manage farming policies across Europe.

In recent years, Mr. Cioloș has been a Member of the European Parliament (MEP). He also helped start new political parties in Romania, like the Freedom, Unity and Solidarity Party (PLUS) and later REPER.

Early Life and Education

Dacian Cioloș was born in Zalău, Romania. He spent a lot of his childhood with his grandparents in a village called Pericei. There, he became very interested in farming.

Schooling and University

After finishing high school in 1987, he studied at the University of Agricultural Sciences and Veterinary Medicine of Cluj-Napoca. He earned a degree in horticultural engineering in 1994. This means he learned how to grow plants and manage gardens.

He also studied in France, earning a master's degree in 1997 and a doctorate in 2006. His studies focused on how farming affects the economy. Since 2000, he has been part of an agricultural research group called Groupe de Bruges.

Early Career in Agriculture

From 1991 to 1996, Mr. Cioloș gained practical experience by working on organic farms in France. He also helped with rural development projects between France and Romania.

He worked as an agro-economist at the European Commission in Brussels. There, he helped prepare important programs for agriculture and rural development. From 1999 to 2001, he managed agricultural development programs that connected France and Romania.

Political Career

Dacian Cioloș has held many important positions in both Romanian and European politics.

Minister of Agriculture in Romania

From 2005 to 2007, he advised Romania's Agriculture Minister. He also represented Romania in the Council of the European Union's Special Committee on Agriculture. In October 2007, he became the Minister of Agriculture for Romania. He served in this role until December 2008.

European Commissioner for Agriculture

In 2009, Dacian Cioloș was nominated to become the European Commissioner for Agriculture and Rural Development. This is a very important job where he helped manage farming policies for all countries in the European Union.

He was chosen because he was seen as very skilled and had a modern way of thinking about farming. His main goal was to make sure Europe had a strong farming sector. This included making sure there was enough food, protecting the environment, and helping farmers earn a fair living. He worked on updating the Common Agricultural Policy, which is a set of rules for farming in Europe. He held this position until November 2014.

Prime Minister of Romania

In November 2015, Dacian Cioloș was appointed Prime Minister of Romania. He led a government made up of experts, not traditional politicians. This type of government is called a "technocratic cabinet."

His government focused on making things more open and reducing complicated rules. For example, they made public salaries and spending available online. They also removed many unnecessary forms and steps for people dealing with government services. He served as prime minister until January 2017.

Return to European and Romanian Politics

After his time as prime minister, Mr. Cioloș continued to be active in politics.

Forming New Parties

In 2018, he announced the creation of a new political party called the Freedom, Unity and Solidarity Party (PLUS). In 2019, PLUS joined forces with another party, the Save Romania Union (USR), to form an alliance.

Member of the European Parliament

In May 2019, he was elected as a Member of the European Parliament (MEP). This meant he represented Romania in the European Parliament. He also became the leader of a new political group in the European Parliament called Renew Europe. He left this leadership role in 2021 to focus more on politics in Romania.

Leading USR and Starting REPER

In October 2021, the PLUS party merged with USR, and Dacian Cioloș was elected as the first president of this new, combined party. Later that month, he was again nominated to be Prime Minister of Romania, but the Parliament did not approve his proposed government.

In February 2022, he resigned as the USR party president. In May 2022, he left USR and started a new party called Renewing Romania's European Project (REPER). In the 2024 European Parliament election, his new party did not get enough votes, and he lost his seat as an MEP. After this, he announced he would step back from electoral politics.

Personal Life

In 2000, Dacian Cioloș married Valérie Villemin, who is a French agriculture expert. They met while he was studying in France. They do not have children. He has a younger brother named Sorin.

His first name, Dacian, was chosen by his father. His middle name, Julien, comes from a character in a book his mother read. Dacian Cioloș is a member of the Romanian Orthodox Church.
