David Hale worked with a person named Jim McDougal. Together, they were involved with loans worth about $3 million from a company Hale managed. Later, David Hale admitted to being involved in a plan to misuse money from a government agency called the Small Business Administration. This involved money from a business he had set up. He faced consequences for these financial issues.

As part of his agreement to share information, he provided details to investigators about the Whitewater scandal. He also gave information during the trial of Jim and Susan McDougal in 1989. This was when a bank called Madison Guaranty Savings and Loan had financial problems. At that time, he didn't mention Bill Clinton when talking about a $300,000 loan.

Later, when David Hale was facing other legal questions, he brought up new information about Bill Clinton, who was the Governor of Arkansas at the time. Hale stated in court that Governor Clinton asked him to arrange a $300,000 loan in a way that wasn't completely clear, so Clinton's name wouldn't be directly on it. On June 23, 1994, another person named Eugene Fitzhugh admitted to trying to influence David Hale.
