The Whitewater controversy was a political event in the United States during the 1990s. It started with questions about real estate investments. These investments were made by Bill Clinton and Hillary Clinton. They had invested in a company called Whitewater Development Corporation.

In March 1992, a New York Times article was published. This happened during the 1992 U.S. presidential campaign. The article said that the Clintons had invested in Whitewater. At that time, Bill Clinton was the governor of Arkansas. Hillary Clinton was the first lady of Arkansas. The article reported they had lost money in the company.

An investigator looked into a savings and loan company. This company was called Madison Guaranty. The investigator also looked for connections between the company and the Clintons. In September 1992, the Clintons were named as witnesses in the Madison Guaranty case. This information was given to the FBI.

Later, in November 1993, a person named David Hale made a claim. He said that Bill Clinton had asked him to give a large loan. This loan was for $300,000. It was given to Susan McDougal. She was a business partner of the Clintons in the Whitewater land deal.

Jim Guy Tucker became governor after Bill Clinton. He was found responsible for fraud. This was related to his part in the controversy.

Neither Bill Clinton nor Hillary Clinton were ever charged with a crime. Three separate investigations looked into the matter. They found no proof linking the Clintons to any criminal actions.
