The Diet of Roncaglia was a very important meeting held near Piacenza, a city in Italy. It was like a big assembly where the Emperor, Frederick Barbarossa, gathered important leaders and church officials from the Holy Roman Empire. Representatives from cities in Northern Italy also attended. These meetings happened in 1154 and again in 1158.

What Was the Diet of Roncaglia?

The main reason for these meetings was to decide who truly had power and control. Emperor Frederick Barbarossa believed he should be the ultimate ruler over everyone, but many cities in Northern Italy were becoming very rich and powerful on their own. These cities, like Chieri, Asti, Tortona, and especially Milan, were acting like independent states.

Why Was This Meeting Held?

Before the Diet of Roncaglia, Emperor Frederick Barbarossa had led his armies into Italy. He forced the powerful city of Milan to accept his rule. The Emperor wanted to make it clear that he was the boss, as the traditional ruler of the land. Many trading cities had gained special rights and freedoms during earlier times when the Pope and the Emperor were often fighting. Frederick wanted to take back some of these rights.

The Lawyers' Decision

To figure out who was right, four smart legal experts from Bologna were asked to decide. Bologna was famous for its great law school. The lawyers' decision strongly supported the Emperor. They said that his right to rule came directly from God. This meant the Emperor's traditional powers, which had been in place since the time of Otto I, Holy Roman Emperor, were restored. The lawyers also decided on different types of taxes and payments that cities would have to pay to the Emperor.

The Cities Fight Back

The cities in the Lombardy region of Italy did not agree with this decision. They refused to accept it, which led to war. At first, the Emperor's armies were very strong. In 1162, the city of Milan was completely destroyed by Frederick's forces. This terrible event made the cities realize they needed to work together. After Milan's destruction, they understood how important it was to form a strong alliance.

The Battle of Legnano and What Happened Next

The big turning point in this struggle was the Battle of Legnano in 1176. In this battle, Emperor Frederick Barbarossa was defeated by the Lombard League, which was an alliance of the Italian cities. After this loss, Frederick was forced to give up many of his claims to power south of the Alps, in what was then called the Kingdom of Italy.
