Dugald Steer was born in 1965. He grew up in a place called Surrey in England. He went to the University of Bristol. There, he studied English literature and philosophy. After university, he took a course to learn how to teach English to people in other countries. He then lived in Spain for five years, teaching English.

When Dugald Steer came back to the United Kingdom, he started working at Templar Publishing. This is a company that publishes books. He worked hard and became a senior editor there.
