Emmanuel Dubourg (born December 26, 1958) is a Canadian politician, a certified accountant, and a teacher from Quebec. He was a Member of the National Assembly of Quebec for the area called Viau from 2007 until 2013.
On November 25, 2013, he was elected to the House of Commons of Canada. He became a Liberal Member of Parliament for the Montreal area of Bourassa. He did not run for re-election in 2025.

Growing Up and Learning
Emmanuel Dubourg was born in Saint-Marc, Haiti. He moved to Canada in 1974.
He earned a Master of Business Administration (MBA) degree from Université du Québec à Montréal. Since 1987, he has been a member of the Ordre des comptables agréés du Québec, which means he is a certified accountant.
What He Did for Work
Mr. Dubourg taught at several universities and colleges. These included Université du Québec à Montréal, Université du Québec en Outaouais, and CEGEP Montmorency.
He received many awards for his work over the years. These include the Governor General's Medal and an Innovation and Excellence prize from Revenue Canada in 1992. In 2006, he received the Black History Month Award for his work in the Black community.
His Time in Politics
Starting in Quebec Politics
Emmanuel Dubourg won his first election in the 2007 Quebec Provincial Election. He took over the seat from another Liberal politician, William Cusano. After this election, he was named the Parliamentary Secretary to the Minister of Employment and Social Solidarity. This job involved helping the Minister, Sam Hamad.
He was re-elected in the 2008 and 2012 provincial elections.
Moving to Federal Politics
On August 9, 2013, he left his job in Quebec politics. He decided to run for the Liberal Party of Canada in a special election called a by-election. This election was for the federal area of Bourassa. The previous Member of Parliament, Denis Coderre, had resigned to run for mayor of Montreal.
Mr. Dubourg was elected on November 25, 2013, winning 47% of the votes. He became the National Revenue Critic for the Liberals. This meant he was the main spokesperson for his party on issues related to national revenue.
When the Liberals won the 2015 election, he was not made a Cabinet Minister. However, he was appointed as the Parliamentary Secretary to the Minister of National Revenue. He held this position from December 2015 to January 2017.
