Emmanuel Dubourg is a Canadian politician, accountant, and teacher. He was born on December 26, 1958. He has served as a Member of the National Assembly of Quebec and later as a Member of Parliament in the Canadian government.
He is known for his work in both provincial and federal politics. He represented the area of Viau in Quebec and later the area of Bourassa in Montreal.
Early Life and Education
Emmanuel Dubourg was born in Saint-Marc, Haiti. He moved to Canada in 1974 when he was 16 years old.
He studied at the Université du Québec à Montréal. There, he earned a Master of Business Administration degree. He also became a Chartered Accountant in 1987. This means he is a professional who helps people and businesses manage their money and taxes.

Before becoming a politician, Mr. Dubourg was a teacher. He taught at several universities and colleges, including Université du Québec à Montréal.

Political Journey
Emmanuel Dubourg began his political career in Quebec. He was elected as a Member of the National Assembly of Quebec (MNA) in the 2007 Quebec general election. An MNA is like a representative for a specific area in the Quebec provincial government. He took over from another Liberal MNA, William Cusano.
After this election, he was chosen to be the Parliamentary Secretary to the Minister of Employment and Social Solidarity. This role meant he helped the minister with their duties. He was re-elected as an MNA in both the 2008 and 2012 elections.
In 2013, he decided to run for a different political role. He resigned from his MNA position on August 9, 2013. He wanted to become a Member of Parliament (MP) for the Liberal Party of Canada. An MP represents an area in the federal Canadian government.
He ran in a special election called a by-election for the area of Bourassa. This election happened because the previous MP, Denis Coderre, had resigned. Mr. Dubourg won the by-election on November 25, 2013. He received 47% of the votes.
As an MP, he served as the National Revenue Critic for the Liberals. This meant he was the main person in his party who questioned the government about tax and revenue issues. When the Liberals won the 2015 election, he was appointed as the Parliamentary Secretary to the Minister of National Revenue. He held this position from December 2015 to January 2017.
