Early Life and Education
Francesco Buhagiar was born in Qrendi, a town in Malta, on September 7, 1876. His parents were Michele Buhagiar and Filomena Mifsud. He studied law at the Royal University of Malta. In 1901, he successfully graduated as a lawyer. After graduating, he began his career working with civil and business laws.
Journey to Prime Minister
After working as a lawyer for twenty years, Malta gained more control over its own government. This was called self-rule. In 1921, Francesco Buhagiar was elected to the Legislative Assembly. This happened during the 1921 Maltese general election. He was part of the Unione Politica Maltese (UPM) party, led by Ignazio Panzavecchia.
In October 1922, he became the Minister of Justice. This meant he was in charge of legal matters for the country. Just one year later, in 1923, he was chosen to become the new prime minister. He took over from Joseph Howard.
Leading Malta
As prime minister, Francesco Buhagiar led a minority government. This means his party did not have the most seats in the parliament. He served as prime minister through 1924. The 1924 Maltese general election took place during his time in office. In that election, his party, the UPM, won 10 seats.
After his time as prime minister, he was appointed as a judge. He worked in the Superior Courts until 1934.
